In the world of the judiciary, where the threads of law and justice intertwine, extraordinary stories emerge of individuals who have dedicated their lives to serving the truth. Few are those who combine academic passion, practical experience, and achievements that leave an indelible mark. The story of Counselor Dr. Hussein Madkour is one of these inspiring tales, recounting the journey of a man whose quest for knowledge and work never ceased, as he ascended the ladder of success step by step, leaving behind a legacy of giving and accomplishments that shaped the course of justice in Egypt.

Counselor Madkour's journey began with a deep passion for knowledge, earning his Bachelor of Laws from Ain Shams University. But his passion didn't stop there; he continued his academic career by obtaining two postgraduate diplomas in Islamic Law and Public Law, respectively. He capped off this journey by earning a Ph.D. in Law from Cairo University for his valuable thesis titled "The Crime of Bribery in Islamic Jurisprudence Compared to Positive Law."

Counselor Dr. Hussein began by registering his name in the table of practicing lawyers, starting a practical journey in the legal field, initially working as a lawyer for Banque Misr. In the same year, a presidential decree was issued appointing him to the State Lawsuits Authority. This decision was a launchpad for his triumphant ascent on the judicial ladder, as he rose through the ranks in a career full of giving, until he reached the position of Deputy Head of the Authority. He was then appointed as a member of the Supreme Council of the State Lawsuits Authority, and later its head, a culmination of his luminous career filled with giving and achievements.

Counselor Dr. Hussein's journey was not only professional but also a continuous journey of honing expertise and broadening horizons. He participated in numerous training courses that covered diverse fields, such as international commercial arbitration, drafting international contracts, maritime arbitration, and international maritime contracts and maritime arbitration lawsuits. These courses, which he obtained from prestigious institutions such as the Cairo Regional Centre for International Commercial Arbitration and the German-Arab Chamber of Industry and Commerce, contributed to shaping his personality as a distinguished legal professional who combines academic expertise with practical application.

His expertise extended to include international secondments, where he was seconded to work as a legal advisor at the Kuwaiti Environment Protection Council and served as a rapporteur for the National Plan to Combat Marine Pollution. He also worked as an assistant professor at the Institute of Religious and Islamic Sciences in Jakarta, Indonesia, and reached the rank of professor. He held other important positions in Kuwait, such as a consultant in the Fatwa and Legislation Department of the Council of Ministers, a consultant to the Chairman of the Board of Directors of the Commercial Bank of Kuwait, and Director General of Legal Affairs and the Difficult Debts Management.

Counselor Madkour's role was not limited to the judicial and legal aspects; he also had a pioneering role in extraordinary administrative tasks where he left clear imprints. Among his most prominent achievements was the conversion of the Constitutional Section into a digital section to keep pace with technological development, through the electronic archiving of all lawsuit files, an achievement that took only three months. He also led the electronic archiving process for the Execution Sector, making it a digital sector that communicates with all state agencies.

He moved between various legal and administrative sections. He started as a member of multiple sections such as Endowments, Administrative Judiciary, and the Supreme Constitutional Court. He then headed several important sections, including the Arbitration and Constitutional Court sections. He also led the Execution Sector with great success, establishing unified foundations for work that contributed to recovering huge sums for the state amounting to one billion and three hundred million Egyptian pounds in just one year and three months, an unprecedented achievement.

In addition, he was a member of the Disciplinary Council and the Supreme Council of the State Lawsuits Authority, which reflects his high standing and extensive experience.

His positions varied between academic, advisory, and judicial. From teaching at the Faculty of Law at Zagazig University, to setting up arbitration systems and rules, then taking on the position of Director of the Arbitration Center. His career did not stop there; he worked as a technical consultant for the Assistant Minister of Justice, then as a consultant to the Governor of Cairo for more than 13 years, in addition to being the Governor of Helwan.

Counselor Madkour was not satisfied with judicial and administrative work alone; he also had prominent contributions to scientific and intellectual life, through authoring many books and research articles. His books, such as "The Compendium of Legal Periods and Deadlines," consists of two books. The first book is on the law of pleadings, execution, civil law, evidence, personal status, labor law, and criminal procedure law.

The second book is on the law regulating contracts concluded by public entities and its executive regulations, related legislation, the law of administrative seizure, commercial law, bankruptcy law, maritime law, aviation law, lease law, and tax and customs legislation, in collaboration with others.

And "Principles of the Supreme Constitutional Court," have become fundamental references for researchers and legal professionals. He also contributed to the revision and translation of the book "Introduction to Islamic Jurisprudence" by Dr. Muhammad Salam Madkour into English, which reflects his passion for disseminating legal knowledge.

And a research article published in the journal of the State Lawsuits Authority entitled "The Theory of Attempted Crime in Positive Law and Islamic Jurisprudence."

In appreciation of his sincere efforts, Counselor Madkour received letters of thanks and appreciation from important figures such as the Deputy Prime Minister and the Minister of Agriculture. He also received recognition from the Egyptian General Petroleum Corporation, in acknowledgment of his efforts in changing the Supreme Court of Cassation's point of view on labor cases, and saving enormous sums for the corporation.

The story of Counselor Dr. Hussein Madkour is an inspiring success story, proving that persistence, diligence, and a passion for knowledge can create miracles. It is the tale of a man who spent his life in the service of justice, leaving a rich legacy of achievements and experiences that will remain a reference for future generations.
